can anyone recommend a photo editing program?
I have heard "gimp" is a good but basic one. Any feedback?

Photoshop runs ~$900 or so unless you're a student.
 
Paintshop Pro X3 Ultimate is cheap, more advanced than Elements, and Photoshop-like in terms of its features. Express Lab which is integrated into Paintshop Pro X3 is similar to Lightroom but without the extra cost.

Photoshop is the industry standard, but unless you're (1) A professional, getting paid for photography, (2) a student with access to a university bookstore, or (3) have too much money, I wouldn't bother with it. Photoshop Elements and Paint Shop Pro will both do almost everything that the average user could ever want. The Gimp is an excellent program, and very difinitely NOT basic, but it's interface is rather off-putting to some.
 
i think gimp is fine

it has many more advanced features than elements, but its a lot harder to use

if you want convenience use elements

if you want more serious editing, but cheap, use gimp

if you want a professional grade product, and have the money, use photoshop

if you are a student use Photoshop no matter what.

Just ask someone you know, nieces, nephews, cousins, friends and etc who's in college and ask them to buy photoshop for you.

If you're lucky and they have a special deal you can get even more discount than that.
I bought the entire Adobe Creative Suite Web Premium for 30 euro (about $45).
That's a discount of roughly 99% and yes, it is entirely legal.

Depending on which retail, consumer or professional version (there are 2 profesional versions) you get- Photoshop costs between $80 to $999. Those who qualify to purchase in Adobe's Student Store can get as much as 80% off. Currently, once you have a legal, registered copy of Photoshop CS or Lightroom you qualify for reduced upgrade pricing for any or all of the next 3 release versions fo what you have.
