Try using something as a reflector to bring a little light into the eyes; even a white t-shirt, or piece of paper can work wonders. It's a nice enough shot, but with some life in the eyes, it would be that much stronger!

How would you do this. Hold a paper in any specific side/angle ? Thought you only bounce flash.

At whatever angle you would need to reflect the sun into the child's eyes. An alternative would be to use the pop-up flash in manual on low power.

A lovely soft portrait (although beautifully detailed and framed)
As the comments above said, a little lightening of the darker areas would not go amiss here; the dark areas seem a bit too dramatic for so sweet a face.
(perhaps also darken the background and the lighter blue areas of the sweatshirt to ensure the prominence of his face.

Any kind of light can be bounced, flash or continuous.
