When is the best time of day for portraits? Would you do it in the morning or evening? I have done some studio work here and there but my niece want senior pictures outside and i have not done anything like that before any help would be great.

A lot depends on where you are located and what the geography's like. My personal preference is for early morning; the light 30-60 minutes after sunrise is some of the nicest you can have.

don't wrong her and just put her in any light and shoot snapshots.

there are some free useful resources to make her pop in the pics. check out the tutorial section at strobist.com, also consider a reflector to make her pop.

I agree that morning light is the best outdoor light there is. Sunrise this morning here in Iowa was 5:55 AM. A lot of outdoor movie/TV scenes are shot in the morning instead of the afternoon.

The atmosphere has a chance to kind of settle overnight. There is usually much less wind in the morning, and it is cooler, which is a plus in the summer, but may be a hinderance in the spring, winter, fall.
There is less particulate matter in the air in the morning, so the light is a touch bluer than afternoon light.
