reviews are mixed, but in theory is it at least better then guessing on what will come out if i send a roll of negatives out for professional scanning. Or is it better to risk losing my negatives by sending out a shoebox of negatives once a year

Honestly, this is just another riff on the old "digital camera in a box" scanner that's been disappointing people for years. With flatbed scanner technology stagnant, I'd suggest looking into DSLR scanning, especially for 120 materials. Tons of home brew solutions online. I use an old Manfrotto copy stand, a light box, DIY neg holders and a Nikon D7200 with a macro lens--no complaints.
