Portrait shooters want "FAST" lenses. Anything f2.8 or faster will do. For a $400 budget a 50mm f1.4 would do fine on a DX body but really you'd want something like an 85 f1.8 or faster & longer.

I loved my 70-200 f zoom for portraiture...until I found my 85 which is just easier to swing around.

As already said, to get you started pick up a speedlight and a stand and a shoot through umbrella or soft box. You can buy a sync cord for the flash but I would just use commander mode and dial the on camera flash down all the way so it doesn't show in the photo. Also start reading David Hobby's blog, strobist.blogspot.com It will really help with learning the basics of lighting.

Ok, So I would need to pick up a light stand with an umbrella, and a flash? That should be around 150? I also want to pick up a lens? What lens should I get? I was maybe thinking a 85mm 1.8 or a 50mm 1.4, since I will be shooting kind of close as well.

If you will be shooting outdoors, grab a reflector. This is another cheap option to bounce light and use to fill.

Got you beat lil lady, reflectors for car windows 10-15 and ready available at the Wally Mart.

Second idea is to take aluminum foil(Reynolds gotta sport the good stuff) cover a plastic party tray or paper plate boom reflector on a Ramen noodle budget.

Makes sense I reckon. I have that free two day shipping thing through amazon, so it is almost instant gratification for me. Those were actually pretty good tips though in case someone gets caught in a bind and needs a reflector quickly.
