Nope. The best camera is the one you thought of in advance to bring. But when caught flatfooted, any camera is better than no camera.

The best camera for the job is frequently not needed these days, when phones can manage great captures even in quite low light...
There are many degree's of good enough. I doubt I'll ever use the best camera for any shot, I hope that most of the time I'll manage one that's good enough for at least an A4 print of the scene I'm after. Somehow I have to hone my skills so they're up to getting it too.

Sadly my phone usually ends up to have a flat battery when I don't have a camera & stop for scenes like this. The suns always gone by the time the phone's charged too...
