if you do not need something with zoom.. check out the go pro, those can be set for a extremely wide angle to a normal angle.. they take great video and i have seen some nice photos come out of the latest go pro's they do no have any kind of tilt screen though..

Your cheapest route to an ultra wide is a Canon T5 and a 10-18 lens.
But it isn't compact.

why not just use the Panoramic feature in many phones, such as Apple iOS 8 and above ?
That's pretty Wide Angle.

or any other camera and stitch together to make a Pano.
