Video is kinda pointless without showing the resultant pictures, they could look rubbish for all we know.

I've never tried taking pics of people underwater, but I have taken pics of underwater landscapes and animals a few times.

Olympus has a line of point and shoot cameras that are waterproof, inexpensive, and seem (to me at least) like they have pretty good picture quality.
