What combo is better for birds in flight?

With a 1.5 crop sensor my f/2.8 200mm lens could easily be the equivalent to a 400mm with a 1.4x teleconverter, and still be plenty 'fast'.

Might be $150 worth spending.

Nope. I mean 400 on a crop-sensor camera (FF equivalent of 640mm on Canon). Your 200 is going to be very short even with a TC. It will work fine, however, with stealth and close-up.
