Downside to VR?

Will VR make a difference on a tripod using a long exposure of moving subjects such as waterfalls, rivers, or light trails?
No, it won't. VR compensates for camera movement, not image movement.

That is correct inasmuch as the part in front of the comma. The problem is, the VR system can and will move its elements during a long exposure, even if the camera doesn't move.

Do NOT leave VR on for long exposures.
