Haha, basically, you treat lightning like you would a flash: exposure time really doesn't affect the brightness of the lightning. It's all about the aperture. Now with that in mind, go sit on top of a tall building with a your camera mounted on a fully extended tripod and shoot away for an hour. Safety first...
