I do think more context helps. The fact that she's wearing a bathing suit under her dress and looking peeved is, in itself, nothing interesting. If it's clear she's leaving a bank, then at least we can attempt a story: "She's been thrown out because of inappropriate attire." "Her attempt at seducing the manager into giving her a loan didn't work." Something like that. Without more context, it kinda sorta looks like a surveillance photo taken by a private detective trying to catch her cheating.

Still, it's a ballsy move to shoot the picture with her looking your way!

There is some sense of motion, she is not static and she is an attractive girl, projecting an image of physical health, movement and even power, or shall I say positive energy. She is quite sexy, just like a beautiful horse. That is what attracts here. But she should be placed in a right context or environment. The composition is incredibly dull. There should be some contrast, balance, juxtaposition, something that makes this photo a really good one. It is just a girl. The girl is great, but she is not enough. Was there, say, an old static man standing or sitting at the door - it would be a different picture. Just my 2p
