I dont see whats wrong with D7100, existing 35mm f1.8+18-55mm VR, and a nice SB600 or SB700 flash ? Should be inside budget (though only barely).

Or, since you dont seem to be too interested in top performance with sports in any light, with a 2200$ budget, one could get the new Fuji X-E2 with 18-55mm f2.8-4.0 ($1400) and 35mm f1.4 ($600), plus $200 left for the flash. Would be nice for smaller camera (good for street photography).
